COURSE DESCRIPTION
Civil Servants (Appointment, Promotion and Transfer) Rules, 1973 (The Rules) were framed pursuant to Section 25 of the Civil Servants Act, 1973. The Act was promulgated pursuant to Article 240 of the Constitution of Pakistan 1973. So The Rules have legal cover. The Rules apply to Civil Servants as defined in The Act of 1973. The Rules describes the basic terms, some bodies and their composition and functions, the appointing authorities, methods of appointment. Subsequently, Government prescribed separate Promotion Rules in 2019. The Rules, 1973 have to be read with the Civil Servants Act and Promotion Rules 2019. Who implement the Rules in Government. Obviously, the Government Officials. If they are aware, they get an edge on those who are ignorant.
